PranabhMukharjee was serious because the Musaaida Bill sent to him by the Assembly had lots of mistakes. He is planning on sending it for corrections before sending it to the parliament. If the bill is sent for corrections then there will be a delay in the division of the state and also Article 371 D would be an obstacle. The President also wants to know what should be done if majority of LokSabha is against the division of the state. All the above process will take time, so people think that the process would be complete before the 2014 elections schedule.
