Irrigation Minister Telangana Harish Rao while speaking to the media once again shooting in Andhra Pradesh chief Nara Chandrababu Naidu that he is a cheat Telangana and he is the cause of the problems of the people in the state minister adding Telangana Chandrababu is to have a PhD in deceiving people.
