The government of Andhra Pradesh formulate guidelines for the acquisition of land required for the construction of the new capital between Vijayawada and Guntur within one week.

Instead of announcing a uniform compensation package for all farmers, who will give their land for the construction of the capital, the government intends to announce three different packages for land owners depending on their respective lands fertileness as well as its proximity to the seat of power proposal.

"We have separated farmers generally into three categories. One, farmers have very fertile land on the banks of Krishna River. Two, those whose lands are located near the old road. Three, the landowners whose lands are not high yield, "P Narayana, AP municipal administration minister, who is also a member of the subcommittee of the Cabinet on the pooling of land, told reporters here.

Earlier, the ministerial panel on the pooling of land, which met here under the chairmanship of Finance Minister Yanamala Ramakrishnudu here, organized the demands of farmers belonging to the peoples that were identified for the new capital, in an orderly manner to prepare guidelines to fix the compensation package for these three types of landowners.

According to sources, as Chief Minister N Chandrababu Naidu to be firm in building a gigantic capital that wants to be understood, should overshadow Hyderabad, in all respects, including size and economic activity, the government wants to establish non-polluting industries in the capital region.

"This step would help local farmers who give their land to the capital to become entrepreneurs, while agricultural workers could find employment in these industries," said the minister, who attended the meeting.

Demonstrating this, Narayana says the government had decided to establish non-polluting industries like IT, manufacturing industries and other production units to generate economic activity around the capital city.

It is known that the ministerial panel has also decided to make some recommendations to the government on how to generate economic activity in the capital to provide maximum employment for farm workers and other unskilled workers who will lose their livelihoods due to the construction building on agricultural land that was allocated to the capital city.

On leaving the meeting, said Welfare Minister Ravela Kishore Babu, "Very soon the government will issue a notice of the determination of the extent of the region of the capital. In the notification, the government will also incorporate the guidelines for the system pooling of land through which the land acquired from farmers. "

According to him, a legal cell would be established soon to monitor only the activities of land acquisition for the new capital. The ministerial panel sought permission from the finance department to create new posts for the management of day-to-day legal cell.

Meanwhile, Narayana once said that the Singapore government's blueprint for the new capital, the state government would begin contracting the necessary financial resources for the implementation of the construction of the capital is prepared.

"As the state government has been left empty coffers after the bifurcation AP undivided, having put all our hopes on central funds for the construction of the new capital city," he said.
